    Delegate Snuffer moves to amend the committee substitute in §22-6A-9, on page forty-two, on line ninety-eight, by inserting the following new subsection:
“(g) By January 1, 2013, all water systems in use in any hydraulic fracturing process shall be, as near as is technologically feasible, a closed loop process.”
